Heat Network Technical Assurance Scheme (HNTAS)

What you need to know and how to prepare

HNTAS (the Heat Network Technical Assurance Scheme) helps regulate heat networks by setting minimum technical standards and providing independent checks to show that those standards are being met.

Whether you run heat networks in social housing or private housing, the best time to prepare is before the standards are formally mandated across the sector.

What is HNTAS?

HNTAS supports mandatory technical standards by giving heat network operators a structured way to prove they meet the requirements. It will be phased in over time, once policy proposals are consulted on and finalised.

This page is for you if you’re responsible for:

  • Social housing: housing associations, local authorities, Arms-Length Management Organisation (AMOs), managing agents
  • Private housing: developers, Build to Rent (BTR) operators, freeholders, managing agents, ESCo/asset owners
  • Delivery partners: designers, Operation and Maintenance providers, equipment suppliers and others in the supply chain

HNTAS is all about technical quality and performance

Department for Energy Security and Net Zero (DESNZ) is introducing regulatory technical requirements supported by HNTAS.
Draft HNTAS documentation published by government sets out what heat networks will need to demonstrate, including:

  • The technical requirements to be met
  • Performance monitoring requirements
  • Key failures to be avoided
  • The evidence required to demonstrate conformity

And the draft assessment procedures describe how heat networks can demonstrate compliance with HNTAS.

What HNTAS means for metering & billing

HNTAS places stronger expectations on heat networks to ensure accurate metering, reliable performance data and transparent billing. The draft Metering & Monitoring Standard (MMS) reinforces this by defining meter point locations, minimum technical requirements and mandatory monitoring points that support fair, usage‑based billing and ongoing performance verification. Together, they make high‑quality metering and dependable data capture essential for demonstrating compliance.

How the G10 meets these metering & billing expectations

The G10 Smart Metering Hub directly supports HNTAS and MMS by delivering accurate data, strong monitoring capability and transparent billing. Key features include:

  • Real‑time consumption visibility to support accurate, usage‑based billing.
  • Automated meter discovery & tamper/error detection for assured data quality.
  • Open‑access integration with billing systems for transparent, consistent billing.
  • Remote tariff management and top‑ups, enabling smoother, more responsive billing processes.

These capabilities align strongly with the data‑driven, performance‑led approach expected under the draft HNTAS and MMS standards.

What you can do now

Survey your existing schemes (and build your evidence pack)

If you operate existing heat networks, the quickest way to get ready for technical assurance is to start with a structured survey across your schemes, so you know what you have, what’s missing, and what you can evidence.

Switch2 can support with:

  • Scheme-by-scheme technical condition and performance review
  • Document checks (drawings, commissioning info, O&M, controls strategy, plant/HIU details, etc.)
  • A practical gap report: what’s compliant, what’s unclear, what needs work and what can wait
  • An “evidence pack” approach, so you can prove you’re on your journey for compliance

Use HNES funding to pay for the surveying and optimisation study work

If your scheme is operating sub-optimally, the Heat Network Efficiency Scheme (HNES) can fund work that helps you understand issues and plan improvements.

HNES provides funding to improve existing heat networks in England and Wales, with a focus on reducing consumer detriment and helping prepare the market for regulation and technical standards.

What this means in practice:

  • HNES revenue grants can fund the procurement or mobilisation of external third-party support to carry out Optimisation Studies. These studies assess your heat network to identify causes of sub-optimal performance and recommend costed improvement measures.
  • (Where relevant) HNES also offers capital grants toward delivery of improvement measures.

How Switch2 helps here:

Switch2 brings extensive experience delivering Heat Network Efficiency Scheme surveys and supporting successful funding applications across the UK.

To date, we have conducted over 70 HNES compliant surveys across our portfolio. In addition, we have secured more than £10 million in capital works funding and revenue for our clients. Together, these projects have identified over 392 million kilowatt hours of potential gas savings over 15 years, equal to 105,000 tonnes of carbon.

Find out more about our HNES consultancy service here.

Turn findings into a prioritised HNTAS readiness plan

Once you’ve got survey results and optimisation recommendations, you can build a plan that’s realistic for live schemes and portfolios:

  • “No regrets” fixes now (controls, balancing, comms around works, operational changes)
  • Medium-term upgrades aligned to lifecycle renewals
  • A clear route to demonstrating compliance via documented evidence and repeatable processes

Make responsibilities crystal clear (especially in housing)

HNTAS readiness is easier when ownership is unambiguous across asset owner / operator / managing agent / O&M / billing and consumer service.
We’ll help you set a simple “who owns what” structure so evidence, monitoring and improvement actions don’t fall between teams.

FAQs

Is HNTAS mandatory now?

HNTAS is being introduced to support mandatory technical standards, and government states it will be phased in over time, once proposals are consulted on and finalised.

What types of organisations are these drafts for?

DESNZ states the draft technical specifications are for developers, designers, operators, equipment suppliers and others in the heat network supply chain. This applies to all sectors, both commercial and residential

What’s the difference between technical specifications and assessment procedures?

The technical specifications describe the obligations (requirements, monitoring, key failures, evidence), and the assessment procedures describe how compliance can be assessed/demonstrated.

What about the Metering and Billing Regulations 2014?

These regulations are still mandatory and more detail about them, and how we can help, can be found here.
